Franklin Delano Roosevelt’s presidency, often referred to as the era of the New Deal, profoundly impacted the landscape of American finance. His administration implemented a series of policies designed to alleviate the suffering caused by the Great Depression and reform the financial system to prevent future crises.
One of the most significant actions was the establishment of the Federal Deposit Insurance Corporation (FDIC) in 1933. Prior to the FDIC, bank runs were a common occurrence. When people lost faith in a bank’s solvency, they would rush to withdraw their deposits, often triggering the bank’s collapse and wiping out the savings of countless individuals. The FDIC addressed this by insuring deposits, initially up to $2,500, and later increasing the amount. This restored public confidence in the banking system and largely eliminated bank runs, fostering stability.
Another crucial reform was the Securities Exchange Act of 1934, which created the Securities and Exchange Commission (SEC). The stock market crash of 1929 exposed rampant speculation and insider trading. The SEC was established to regulate the securities markets, protect investors, and ensure fair and orderly markets. This involved requiring companies to disclose financial information, prohibiting fraudulent activities, and overseeing broker-dealers and investment advisors. The SEC’s creation aimed to prevent the excesses that contributed to the Great Depression and build investor trust.
Beyond these key institutions, the New Deal introduced various other measures impacting finance. The Home Owners’ Loan Corporation (HOLC) was created to refinance mortgages and prevent foreclosures, helping homeowners keep their properties and stabilizing the housing market. The Farm Credit Administration (FCA) provided loans to farmers, addressing the agricultural crisis that exacerbated the economic downturn.
The New Deal’s interventions in the financial system were not without controversy. Critics argued that these policies expanded government power and interfered with the free market. However, supporters maintained that these interventions were necessary to address the market failures that led to the Great Depression and to protect the vulnerable during times of crisis.
Regardless of perspective, the legacy of FDR’s New Deal on American finance is undeniable. The FDIC and the SEC remain cornerstones of the financial regulatory framework, contributing to the stability and integrity of the system. The New Deal fundamentally reshaped the relationship between the government and the financial sector, setting a precedent for government intervention in times of economic crisis and establishing regulatory structures designed to prevent future disasters.
