National Scheduled Tribes Finance and Development Corporation (NSTFDC)
The National Scheduled Tribes Finance and Development Corporation (NSTFDC) is a Government of India enterprise established in 2001 under Section 25 of the Companies Act, 1956 (now Section 8 of the Companies Act, 2013). It operates under the administrative control of the Ministry of Tribal Affairs. The primary objective of NSTFDC is to promote the economic empowerment of Scheduled Tribes (STs) by providing financial assistance for income-generating activities.
Mission and Objectives:
- To provide financial assistance to Scheduled Tribes for undertaking various economic activities, including agriculture, horticulture, animal husbandry, forestry, industry, transport, and trade.
- To assist in skill development and capacity building of STs to enhance their employability and entrepreneurial capabilities.
- To promote and support self-employment ventures among STs.
- To act as a catalyst in bridging the socio-economic gap between STs and other sections of the population.
- To provide marketing support and infrastructure development to ST entrepreneurs and artisans.
Key Functions and Activities:
- Term Loan Assistance: NSTFDC provides term loans to ST beneficiaries through State Channelizing Agencies (SCAs), Regional Rural Banks (RRBs), and other financial institutions for various income-generating projects.
- Micro Credit Scheme: This scheme aims to provide small loans to ST individuals and Self-Help Groups (SHGs) for undertaking micro-enterprises and other livelihood activities.
- Adivasi Mahila Sashaktikaran Yojana (AMSY): A special scheme focusing on the economic empowerment of ST women by providing concessional financial assistance for various economic activities.
- Skill Development Programs: NSTFDC supports skill development initiatives to equip ST youth with the necessary skills for employment and self-employment. These programs are often tailored to the local needs and potential of specific tribal areas.
- Marketing Assistance: NSTFDC facilitates the marketing of products made by ST artisans and entrepreneurs through exhibitions, emporia, and online platforms.
- Infrastructure Development: The corporation supports infrastructure development projects in tribal areas, such as setting up common facility centers, raw material banks, and marketing outlets.
- Promotional Activities: NSTFDC undertakes various promotional activities to create awareness about its schemes and programs among the target population.
Operational Structure:
NSTFDC operates through a network of State Channelizing Agencies (SCAs), which are nominated by the respective state governments. These SCAs act as intermediaries between NSTFDC and the ST beneficiaries, facilitating the loan application process, monitoring project implementation, and ensuring loan recovery. NSTFDC also collaborates with other financial institutions, NGOs, and government agencies to achieve its objectives.
Impact and Challenges:
NSTFDC has played a significant role in promoting the economic development of Scheduled Tribes by providing access to finance and supporting their entrepreneurial initiatives. However, challenges remain in reaching out to all eligible beneficiaries, particularly in remote and inaccessible tribal areas. Strengthening the capacity of SCAs, improving monitoring mechanisms, and enhancing awareness about NSTFDC’s schemes are crucial for maximizing its impact.
